What You’d Be Responsible For

 

Reporting to the Manager, Data Architecture, the Senior Data Governance Analyst plays a key role in shaping and advancing EPCOR Water Services’ (EWS) data governance strategy. You will lead enterprise-wide initiatives that ensure data quality, integrity, and compliance—supporting EWS’s digital transformation and future-ready goals.

 

Key Responsibilities

 

Lead the Data Governance Strategy

  • Design and implement a scalable, enterprise-wide data governance program.
  • Define data ownership, stewardship, and accountability frameworks.
  • Establish best practices to ensure data integrity, accessibility, and regulatory compliance.

Operationalize Governance Across EWS

  • Collaborate with business units to embed governance practices into daily operations.
  • Implement tools, frameworks, and change management strategies that support adoption.
  • Promote a data-driven culture through training, communication, and engagement with data stewards and citizen developers.

Stakeholder Engagement & Collaboration

  • Build strong relationships with business, IT, legal, and compliance teams.
  • Lead governance councils and working groups to align on policies and practices.
  • Partner with cross-functional teams to embed governance into all data initiatives and ensure alignment with compliance, innovation, and security goals.

Monitor and Improve Data Quality

  • Define and implement data quality standards in collaboration with the EWS Data Governance Committee.
  • Monitor Key Quality Indicators (KQIs), conduct data profiling, and lead root cause analysis and remediation efforts.

Ensure Data Integrity, Security, and Lifecycle Compliance

  • Implement governance frameworks that support secure, compliant data sharing and lifecycle management.
  • Oversee data retention, archival, and disposal practices in alignment with legal, regulatory, and operational requirements.

Optimize Governance Tools and Workflows

  • Provide technical expertise in configuring and optimizing data governance tools and workflows.
  • Continuously improving processes to enhance efficiency and support analytics and business intelligence.

Advance Governance Maturity

  • Define and track KPIs related to governance adoption, data quality, and Information Lifecycle Management (ILM).
  • Drive continuous improvement through audits, feedback loops, and automation.

 

What’s Required to Be Successful

 

To thrive in this role, you bring a combination of education, experience, and key behaviours that support effective data governance and management.

 

Education & Experience

  • A degree in Information Management Systems, Computer Science, Information Technology, Data Governance, or Data Management from a recognized post-secondary institution.
  • 5+ years of experience in data governance, data management, or enterprise data strategy.
  • 4+ years of hands-on experience with:
    • Developing and implementing data governance frameworks, policies, and procedures.
    • Defining data quality rules and managing data stewardship activities.
    • Leading cross-functional teams and engaging diverse stakeholders.
    • Working with big data and enterprise data systems.
  • Experience in the public sector, utility sector, or municipal environments is considered an asset.

Technical & Professional Skills

  • Deep understanding of data governance concepts, data management practices, and data quality standards.
  • Strong analytical, problem-solving, and critical thinking abilities.
  • Proven ability to implement solutions in agile, fast-paced, and evolving environments.
  • Skilled in communicating complex data governance practices to both technical and non-technical audiences.
  • Excellent communication and presentation skills.
  • Demonstrated leadership and change management capabilities.
  • Ability to influence, drive organizational change, and make informed decisions.
  • Experience in consulting and stakeholder engagement.

Assets

The following skills and experiences are considered beneficial:

  • Familiarity with modern cloud-based data architectures.
  • Experience with data governance tools and technologies.
  • Knowledge of spatial data and Geographic Information Systems (GIS) or other geospatial data manipulation tools.
